Previous overseas media reports claimed that French President Emmanuel Macron and Saudi Arabian Crown Prince Mohammed bin Salman announced an agreement to build three theme parks near Paris, including one based on Japan's "Dragon Ball" franchise. The project, with an estimated construction cost of 1 trillion Japanese Yen, generated significant buzz.
However, on September 3, Toei Animation issued an official statement regarding recent overseas media reports claiming "France is confirmed to build a 'Dragon Ball' theme park." The company stated that neither Toei Animation nor its rights holders have ever authorized any such project.

Toei Animation clarified that the announcement in 2024 regarding the world's first "Dragon Ball" theme park to be built in Saudi Arabia is indeed a formally announced plan. Toei Animation and Qiddiya Investment Company officially revealed this news together in March 2024.
Furthermore, the theme park concept art and other images used in the related reports (including the lead image in this article) are actually materials associated with the "Dragon Ball" theme park planned for Qiddiya, Saudi Arabia, and are completely unrelated to the recent reports concerning France.

Separately, in late August 2026, France and Saudi Arabia reached a basic consensus on a major development project to build three theme parks in the suburbs of Paris. Subsequently, overseas media, including Reuters, began reporting that one of these theme parks "is a 'Dragon Ball' theme park," describing the news with considerable certainty.
However, French President Emmanuel Macron confirmed on his X account that three large theme parks would be established near Paris, but did not publicly disclose which specific franchises would be featured.
What remains confirmed is that the world's first "Dragon Ball" theme park will be located in Qiddiya, Saudi Arabia. This project was officially announced by Toei Animation and Qiddiya Investment Company in 2024, and therefore, the related concept art indeed pertains to the Saudi Arabian theme park plan.

As for whether a "Dragon Ball" theme park will actually appear in France, there have been no official authorization announcements from Toei Animation or related rights holders at this time.
