Back in September, Toho launched the TOHO presents New Monster General Election, a project to create an all-new kaiju capable of standing shoulder to shoulder with the globally beloved Godzilla. The winning monster is expected to appear in a new Fes Godzilla tokusatsu production premiering at the annual Godzilla Fest event.
Officials have now revealed the Phase 1 results for the eight newly designed monsters. The top four—Dimensional Entity Xenolhu, Drone Carrier Machine Sagius, Planet Raid Monster GILX, and Assault Dinosaur Monster Rigedoh—have advanced to the final showdown. All vote totals will be reset for Phase 2, putting the four finalists back on an even playing field.

The public vote will select one winner from the eight new monster candidates. The kaiju that takes first place is expected to appear in a new Fes Godzilla tokusatsu production premiering at a Toho-hosted Godzilla Fest event in 2027 or later. That means the winning creature could eventually make its onscreen debut and face Godzilla head-on.
The designs are being handled by Shirogumi, the visual production company behind Godzilla Minus One. Creators from Toho and Shirogumi collaborated on the monsters' concepts, combining the signature flavor of Toho's classic kaiju with fresh ideas to bring an entirely new generation of creatures to life.

Phase 1 voting ran from September 16 through October 4, drawing enthusiastic participation from fans in Japan and around the world. More than 170,000 votes were cast in total.
These four monsters emerged from the pack to secure their places in the final round. Phase 1 totals will not carry over, meaning every finalist starts Phase 2 from zero. Each person may cast one vote per day through the official website.

1st Place: Dimensional Entity Xenolhu — 46,066 votes
This eerie lifeform emerged from another universe. Using its octopus-like tentacles to grasp space itself, it can move freely through the air. Its spatial telekinesis generates mysterious waves capable of inducing hallucinations in any living creature they touch.
Godzilla's powerful atomic heat ray produces waves similar to Xenolhu's psychic abilities. When that energy interfered with Xenolhu's world, it caught the creature's attention and drew it into ours.

2nd Place: Drone Carrier Machine Sagius — 34,202 votes
Built specifically to combat Godzilla, Sagius is an amphibious, multi-legged drone carrier capable of deploying maser drones. It originally consisted only of a mobile lower body, but an upper section designed for hand-to-hand combat was later added to prepare it for close-range encounters with Godzilla.
Its centaur-like silhouette and powerful grid-type maser cannon evoke the image of an archer, inspiring its name from the constellation Sagittarius. Now, Sagius deploys to eliminate the threat Godzilla poses to humanity.

3rd Place: Planet Raid Monster GILX — 28,724 votes
This vicious space monster has spent eons attacking and destroying planets. It devours natural resources such as gas and minerals, along with energy in the form of light, heat, and electricity, leaving entire worlds lifeless.
After annihilating countless planets, GILX detected an unprecedented source of power coming from Earth: the immense energy contained within Godzilla's body. Hungry for both Godzilla's power and Earth's natural resources, GILX set a course for the planet.

4th Place: Assault Dinosaur Monster Rigedoh — 18,846 votes
Rigedoh is the survivor of an ancient dinosaur species that had been sleeping beneath the polar ice. Global warming awakened it, while exposure to nuclear waste transformed it into a monster. When it first appeared, it had only one horn, and the research team that witnessed it named the creature Gerano. It later underwent a drastic evolution, developing enormous dorsal fins and three horns as it reached its final form.
Rigedoh can switch between bipedal and quadrupedal movement in battle. Wielding its incredibly durable body as a weapon, it unleashes devastating charges to stand directly in Godzilla's path.

Toho also stated that future projects featuring the monsters that place second or lower may still be considered depending on fan response. If any of the creatures are adapted for screen productions or merchandise, portions of their designs and backstories may also be revised or adjusted.
The winning monster is scheduled to be revealed at Godzilla Fest 2026 on November 3. During the voting period, each person may vote once per day at any time within each 24-hour window. Anyone interested can visit the official website for further details.
