Motoko Kusanagi, a full-body cyborg, leads an elite unit, driven by a vision to establish a special force dedicated to "preventing crime before it happens."
Coincidentally, Aramaki Daisuke of the Ministry of Internal Affairs shares a similar ambition. He recruits Kusanagi and her team, who then officially become the offensive organization known as Public Security Section 9—the "Ghost in the Shell."
